Intrastate moving (moving 41 miles or more within Pennsylvania) is done on a weight basis. You are charged for transportation of your shipment by weight. Just prior to loading your shipment, the moving van is weighed on a certified scale. Then the van and crew report to your home and load your shipment. After loading, the moving van returns to the certified scale and is weighed again. The difference between the tare (weight of the van without your goods) and gross (weight of the van loaded with your goods) is the "Net" weight. Your charges are based on this net weight.
